Pursuant to political unrest in Burundi, Tanzania has been welcoming a number of refugees in Kigoma region who include People with Special Needs (PSNs) and People with Disability (PWD) and other vulnerable groups including Older Persons. With funding from ECHO, HelpAge International Tanzania intends to implement a project that seeks to improve access to specialised care, protection and humanitarian assistance to persons with specific needs (PSN) who include older men and women; disabled women, men, and children, those living with chronic medical conditions, single women living on their own and minorities such as Albinos, through the provision of and access to appropriate community rehabilitation programmes, protection and the promotion of community and home-based care to homebound and frail PSNs, older men and women; disabled women, men, and children, those living with chronic medical conditions, single women living on their own and minorities such as Albinos, through the provision of and access to appropriate community rehabilitation programmes, protection and the promotion of community and home-based care to homebound and frail PSNs.
HelpAge International Tanzania therefore seeks to recruit Tanzanian nationals with relevant skills, experience and qualifications to join a dedicated team responsible for implementation of Project activities for People with Special Needs (PSNs) and People with Disabilities (PWDs) including older persons at camp level in Nduta and Mtendeli
Job Purpose: The Community Based Rehabilitation Officer is responsible for the effective and timely implementation of rehabilitation activities under the protection mandate for Persons with Special Needs (PSNs) living in the refugee camps. The Officer will support assessments, identification of PSNs in the host communities, working together with already existing community structures to improve their knowledge of home care to PSN.
Technical implementation
• As part of the multi-disciplinary team, provide input into rehabilitation action plans for clients both during the paediatric and adults clinic.
• Design and deliver non-communicable disease trainings to health workers within the camps and host communities.
• Assist in designing age and disability home adaptations and assessments for suitable devices and aids.
• Conduct Training to the caregivers on basic rehabilitation skills and care and management of children with disabilities.
• Arrange for people’s access to assistance and services – in proportion to need and without any barriers (e.g. Referrals).
• Work with team members in the assessment of children with disabilities who may need to undergo both inclusive and special education as part of Activities of Daily Living Training.
• With other partners/actors to ensure PSN access required services within the response.
• Identify appropriate equipment for the Community Based Rehabilitation (CBR) centres, including clinical and diagnostic equipment.
• Provide technical support to Community Based Rehabilitation Assistants to meet project objectives by liaising with them and advising them.
• Ensure PSNs access simple rehabilitation items according to the available local resources in coordination with the Community Based Rehabilitation team.
• Ensure that cases with protection and rehabilitation needs are supported through a coordinated case management system with other sectors.
• Prevent and minimize any actions in your work which may lead to a negative effect or increased vulnerability of PSNs.
• Participate in the weekly case conferencing sessions.

• Develop and maintain a good working relationship with hospitals and support inpatient client management.
• Organize ways to create awareness on the needs of rehabilitation for PSNs on international days such as World Health Day etc.
• Where necessary support the recruitment process, train and provide leadership to incentive staff for their day to day activities.
• Represent HelpAge in relevant camp meetings and share issues pertinent to PSNs.
Monitoring, evaluating and accountability,
• Lead on post distribution monitoring of devices issued at the Community Based Rehabilitation centres.
• Set up appropriate mechanisms through which affected populations can measure the adequacy of interventions and address concerns and complaints.
• Work with the Community Based Rehabilitation Coordinator to develop an effective and participatory program of monitoring and evaluation tools for Community Based Rehabilitation centres.
• Ensure all PSN data is kept confidential and only shared with the team when necessary.
• Work with the Community Based Rehabilitation Coordinator to strengthen outreach interventions ensuring the consistent use of the monitoring tools.
• Support the Community Based Rehabilitation Coordinator in tracking indicators and analysis of data, the preparation of activity reports, monthly and donor reports, and proposals as required.
• Prepare timely activity plans (weekly and monthly) and submit to the CBR Coordinator for review as required and ensure that project indicators are well tracked and analysed to inform strategic decisions.

Qualifications Person specification
Essential
• A degree/diploma in physiotherapy its equivalent from a Government recognized institution.
• Member of the National Association of Physiotherapy Occupational Therapy.
• Excellent technical understanding of rehabilitation or occupational therapy services.
• Experience in designing and delivering training.
• Strong interpersonal and communication skills
• Good Computer knowledge
• Be able to prioritize tasks
• Able to work to tight deadlines and under pressure
• Able to operate in basic living and working environment
• Able to write proficiently in English and speak Swahili.
