OVERVIEW:
The Global Health Supply Chain (GHSC) program, supported by the United States Agency for International Development (USAID), provides expert technical assistance to Tanzania to strengthen country supply chain systems across all health elements, e.g., malaria, family planning (FP), HIV/AIDS, tuberculosis (TB) and maternal, newborn and child health (MNCH). In coordination with in-country and development partners, GHSC assists Government of Tanzania by providing strategic planning and implementation assistance; improving the delivery of health commodities to service sites; providing capacity building support to broaden stakeholders' understanding and engagement of the supply chain system; and strengthening enabling environments to improve supply chain performance.
JOB SUMMARY:
The Capacity Building Advisor will work under the programmatic and technical guidance of the Director of Capacity Building. He/She will provide technical support to the project on various areas related to human resource capacity building and training on supply chain related issues, based on best practices. He/She will work with in-country stakeholders including the PO RALG, MOHCDGEC Directorate’s of Training and Quality Assurance and programs, implementing partners and identified institutions to implement human resource capacity building in supply chain for Tanzania. His / her priorities will also include supporting the implementation of cost-effective and sustainable training approaches.
RESPONSIBILITIES: 
Responsibilities may include, but not be limited to:
• Support the planning, implementation and coordination of interventions needed to address human resource capacity in supply chain by supporting the GOT, development and implementation partners.
• Routinely monitor the status of capacity-building related activities in the GHSC workplan, identifying obstacles to implementation, and work with the Capacity Building Director to develop strategies to address those obstacles.
• Participate in direct technical work for implementing supply chain improvement strategies and management approaches related to capacity building on behalf of the project
• Support the of IMPACT Teams to support supply chain performance improvement (data analysis and use, dashboard and tool development, technical and progress reports), and monitor and report on progress routinely.
• Lead the coordination and plan for cataloguing, and reviewing all the project’s training materials and work with GOT for formal recognition
• Develop training curriculum with the MOHCDGEC, PO-RALG and other stakeholders to support country supply chain capacity building interventions
• Work with implementing partners to ensure correct versions of training materials and standard operating procedures are used in trainings
• Ensure all up to date version of training materials, curriculum, SOPs, and other supporting documents are available on the shared drive.
• Work with GOT and key stakeholders to identify activities that support, assess, and improve the abilities of staff in-service to successfully complete their SCM job responsibilities; plan and coordinate the interventions
• Support stakeholders such as the Pharmacy Council and Muhimbili University of Heath and Allied Sciences (MUHAS) in implementing pre-service supply chain trainings
• Prepare presentations, participate and/or represent GHSC in stakeholders strategic meeting
• Participate in the management and recruitment process for other technical staff, as needed
• Complete and submit in a timely fashion written technical and trip reports.
• Work with other GHSC staff to help identify resources and/or performance improvement needs in order to advance the goal of commodity security.
• Provide inputs to the operations team to budget for Capacity Building activities including meetings, trainings, and other activities.
• Ensure timely submissions of all relevant GHSC-TA deliverables
QUALIFICATIONS
• Degree in Public Health, Pharmacy, Organizational Development or related field (advanced degree preferred)
• Experience in facilitation, curriculum development, and workforce strengthening
• Experience working in/ managing public health supply chain programs or projects in Tanzania
• Strong analytical and problem-solving skills
• Demonstrated experience in using data for performance improvement
• Knowledge of leading practices related to human resource capacity building for supply chain management desirable.
• Ability to coach and mentor public sector stakeholders to develop strategies for capacity building and manage implementation of projects.
• Ability to build strong interpersonal relationships and ability to work on a team
• Specific experience in malaria, reproductive health and essential medicines programs strongly desired.
• Experience working with the Government of Tanzania and other NGOs preferred.
• Excellent written and verbal English.
• Ability to work independently.
• Previous work experience with USAID-funded projects desirable.
• Proficiency in common computer packages (e.g. Word, PowerPoint, Excel) relevant to the work.
• Able to travel for an extended period in country to support technical activities.
• Able to travel internationally to attend trainings and conferences as needed.
