Children in Crossfire is entering an exciting new strategic phase whereby through a combination of programmes implementation and advocacy and partnerships, we will contribute to thousands more young children in Tanzania being supported to thrive during their crucial early years. We are now re-advertising for a senior management position to take lead of our Early Childhood Development (ECD) Programming.
Major Responsibilities:
Overall responsibility for CiC-TZ ECD programming performance against the results framework, rooted in effective results-based management approach and high standard of internal and external reporting processes.
Ensure CiC-TZ programming meets high technical standards of ECD, and demonstrates a cycle of continuous reflection, learning and development of our early childhood development programming.
Management and capacity-building support of local implementing CSO partners, supporting partner organisational development and ECD programming technical capacity.
Strategic responsibility for integration of ECD programming into local government processes, including supporting medium-term planning and costing in line with national policies.
Ensure a high level of accountability in programmes finances management and results-oriented performance management of programmes team.
Develop and effectively work in strategic partnerships at national-level across government, development partners and civil society to advance ECD agenda in Tanzania, and ensure CiC-TZ ECD programming well-positioned, relevant and evolving.
Specific responsibilities:
Lead on the overall management and coordinated delivery of CiC-TZ ECD programming, in line
with CiC-TZ results framework, annual costed programme workplans, and donor frameworks.
Implementing an effective results-based management approach to ensuring continuous reflection,
learning and action on improvements grounded in strong MEL1 processes and tools.
Keep abreast of key developments in ECD sector in Tanzania through dedication to reading ECD
literature and updates, regular field visits, participation in various related processes and meetings,
and commissioning of key pieces of enquiry on ECD data.
Ensure CiC-TZ early childhood development programming and delivery meet high technical
standards of ECD, including continuous technical development based on effective management of
technical inputs, including available ECD evidence and targeted consultancies.
Lead strategic development and management oversight of formal partnerships with local
implementing CSO partners to deliver effectively across all aspects of CiC-TZ ECD programming.
Lead strategic engagement across regional administration and local government in programme
target areas including ECD technical capacity building and integration in local government planning
processes
Lead role in engagement with sector ministries including health and education, and PORALG2, for
collaboration in early childhood care and education programming at the national level.
Ensuring CiC-TZ ECD programming contributes to and benefits from macro-level ECD dialogue
through leadership and engagement with other national key stakeholders across development
partners, civil society and academia.
Lead responsibility of management of CiC-TZ programmes budget management including full
adherence to CiC finances policies and procedures.
Lead responsibility for results-oriented performance management of CiC-TZ programme staff,
including targeted staff development and support.
Lead responsibility for consolidated programme reporting across internal and donor programme
narrative and financial reporting requirements.
Key responsibility to ensure that all reasonable measures taken to ensure child protection across
all operational aspects of CiC-TZ ECD programming.
Report to the Tanzania Country Director on strategic performance objectives that are developed
and signed off on annual basis.
Assist with wider organizational activities as and when required.
Person Specification
Proven track record of 5 years management of NGO development programming in Tanzanian
context, especially programmes targeting child development (specific early childhood development
experience highly preferred).
Strong understanding and demonstrable experience of results-based management processes,
including taking the lead on MEL, informing programme management and development.
In-depth understanding of the Tanzania political and social context and familiarity with key
stakeholders and Early Childhood Development landscape.
Demonstrable experience of effectively engaging with government sector ministries, especially
health and education, in positioning and implementing NGO development programmes.
Strong understanding and demonstrable experience of working closely with local government
structures, systems and strategic points of engagement to integrate programmatic priorities in local
government processes.
Demonstrable experience of providing effective programme management and targeted capacitybuilding
support to local-CSOs (Civil Society Organisations) to deliver development programmes.
Excellent written and oral communication skills in Swahili and English.
Minimum of a Bachelor’s degree in relevant discipline (such as social sciences, development studies,
other).
