The role of Head Youth Economic Empowerment (YEE) is embedded in a national context in that is characterized by a high population growth, increasing annual numbers of young graduates and dropouts from education institutions entering the labour market paired with a low level of marketable skills and knowledge sets against a predominantly small holder agricultural economy in which private enterprises are faced with a myriad of constraints in their development.
To achieve national socio-economic development goals it is imperative to design youth employment solutions that are not only both, supply- and demand-oriented, but also address systemically root causes that hinder youth transition into a chosen waged or self-employment and to become productive adults.
Youth employment challenges are diverse and can only be addressed systematically: the low economic starting point of families is one key challenge. Unequal access to quality external resources and services like land, financial services, inputs, technology and training make it harder for families to generate income, build assets and develop the resilience to deal with shocks. Because resources are limited and life is lived on the margin, households would often inequitably allocate these resources between girls and boys, influenced by prevailing gender inequality and social norms. Harmful gender norms place young girls and women at a disadvantage and thus they tend to lack support from their parents and communities in accessing household resources for growth and development, and later on, education and training. Even if girls and young women had equal access to education and trainings, the quality and relevance is often not to the level as expected by the market and employers. Young people with low basic educational qualifications have limited options for training on higher level skills and other employability qualifications that could lead to better chances for decent work. Furthermore, existing trainings, education and other skills development programs are often not relevant to young people’s situations and may not be in sync with market demand. Consequently, many young people who do develop some capacity have little relevant skills and knowledge.
In short, entrepreneurship, employability and empowerment solutions need not only to be designed in a gender transformative manner to address social and gender norms, but also by taking a systematic approach by look at economical, educational, and social constraints simultaneously. These interconnected challenges are reflected in the dimension of the post of Head of Youth Economic Empowerment (YEE) at Plan International Tanzania.
Dimensions of the Role
The Head YEE is considered a leading expert in this thematic area with many years of hands-on project design and implementation experiences coupled with strong conceptual YEE programming skills.
- The Head YEE influences and sets internally Plan Tanzania’s YEE agenda by influencing senior managers (such as the Country Management Team), and other thematic heads to ensure YEE remains a strategic area in the Country Strategic Plan (CSP) and its portfolio expands;
- The Head is responsible for the overall quality of YEE programming and quality assurance of donor funded (grants) programmes and projects;
Presently the thematic area of Youth Economic Empowerment (YEE) is gradually unfolding and stands at a volume of 1.5 million Euro which is expected to increase significantly.
- The Head YEE will be directly responsible during 2018 and 2019 (and beyond) for the implementation of a youth employment project called “A Working Future” and manage a small implementation team (up to 5 people) with a Mwanza-based project manager. This will involve regular travel to Mwanza;
- The Head YEE will take the lead in managing, developing and operationalizing all partnerships with third parties with regard to YEE in general and A Working Future project in particular. Partnership should be forged for direct project implementation, strategic alliances, knowledge partners and other forms that contribute to the achievement of program and project goals;
- The Head YEE will ultimately oversee, guide and be responsible for all YEE-related partnerships and their effective implementation;
- The Head YEE represents the YEE portfolio internally and externally to all audiences;
- The Head YEE is expected to provide technical assistance to all other thematic heads and their projects with regard to their YEE components / interventions;
- The Head YEE is in charge to conceptually and technically -together with Plan National Offices- design and develops new programs, approaches, tools and projects for multi-year initiatives for country and or regional initiatives and to expand the reach of the sector;
- The Head YEE is responsible for the respective project monitoring and donor reporting of the A Working Future project;
Accountabilities
Programme development (35%)
- Lead the development and or adaptation and application of YEE programming approaches, principles, methodologies and tools. Ensure these have a solid conceptual and theoretical underpinning and are backed-up by evidence on their usefulness and impact;
- Identify and assess successful YEE programming approaches, principles, methodologies and tools in Tanzania and or the region which are suitable for application, scaling up and or replication;
- Lead project design and development for at least 3 stand-alone YEE projects (e.g. project proposals) and or develop YEE components for other Plan projects;
- Serve as the national focal point within the Area of Global Distinctiveness (AoGD) on Skills and Opportunities for Youth Employment and Entrepreneurship as well as lead the Community of Practice on youth entrepreneurship, inclusive value chains and business engagement;
- Lead the application and or adaptation of ICT4D and Principles for Digital Development (PDD) for YEE programming;
- Assume a leading role on thematic issues such as skills development in general and technical and vocation education and training (TVET) in particular;
Project Management and Technical Support (30%)
- Lead project management, monitoring and technical support to selected YEE projects, in particular A Working Future;
- Be responsible for reporting and monitoring on all YEE-related Partnership Agreements with local partner institutions, particular for the A Working Future;
- Lead partnership development for YEE projects in general and A Working Future in particular. This comprises engagement meetings, assessments, conceptualization of collaboration, operationalization of partnerships, follow-up and monitoring;
- Provide YEE-related capacity building, technical and management support to Plan project teams and implementation partners alike;
- Identify and engage international and local consultants to provide project-related services; coordinate with partners, prepare and monitor their deployment; guide and assess quality of work (e.g. deliverables); ensure outputs fit within overall project concept and project result areas;
- Provide technical input to project design and development of other Plan International Tanzania thematic areas and documents with regard to YEE issues;
- Ensure ICT4D / digital solutions (i.e. Edtech and or data collection tools/Apps) are used and adapted by projects and implementation teams. Ensure Principles for Digital Development are considered and or followed in development, usage, adaptation of digital solutions;
- In particular lead the continued roll out and replication of YES!ME tool;
- Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures;

Donor Liaison (15%)
- Pro-actively engage with development partners and donors to represent Plan International Tanzania YEE programming and identify opportunities for program and project development;
- Pro-actively engage with development partners and donors to mobilize resources and project funding;
Strategy and Learning (20%)
- Contribute to regional leadership of the Area of Global Distinctiveness (AoGD) on Skills and Opportunities for Youth Employment and Entrepreneurship;
- Lead the development of a private sector youth employment opportunity approach (e.g. manual);
- Contribute to conceptualization of research (e.g. scoping studies, baseline studies, etc.) and intervention design to address gender norms to be line with Plan International’s overarching ambition to be gender transformative in its work;
- In particular, lead the development to transformative interventions to address gender norms and barriers in YEE programming;
- Disseminate and present the YEE evidence-base (scoping studies, baseline, mid-term review, evaluations) of YEE programming and projects internally for learning, replication and or scaling up and externally to ensure resource mobilization and Plan International Tanzania being considered as a strong YEE partner;
- Develop together with respective colleagues a monitoring system by using the YES!ME tool in all YEE projects and beyond;
- Spearhead the development of new and cost effective approaches to deliver TVET education to vulnerable youth;
- Explore ICT4D solutions for project design, implementation and learning;
Key relationships
Internally:
- The Head YEE will engage with other thematic heads conceptually on Plan International Tanzania programming to provide inputs, reflections and support especially for YEE; programming. A pro-active regular engagement with other thematic heads is expected.
- The Head YEE should offer active support to other thematic heads and their respective programming and project implementation as far as YEE activities are concerned;
- The Head YEE should regularly seek guidance and brief the Head of Programmes on programmatic development, adaptations, challenges, best practices for replication and scaling up;
- The Head YEE works moderately with the Operations Department: mainly on time follow up of services
- The Head YEE works moderately with the Business Development Unit: mainly on the development of grant proposals
- The Head YEE engages and works closely with Plan National Offices and especially YEE Advisors, Specialists and other relevant post holders to inform YEE programming, in particular to identify funding opportunities.
Externally:
- The Head YEE represents Plan International’s YEE programming in Tanzania and beyond; (S)he will thus directly engage with central and local government authoritieson issues such as programme and project presentation, introduction, development, conceptualization, scale-up, replication and adaptation. (S)he should ensure central and local government programme and project buy-in, achieving government in-kind support, aligning the programmes and project with government priorities, goals, targets, indicators as well as ongoing initiatives;
- The Head YEE leads the engagement with other development partners (DP) on YEE in Tanzania. (S)he will ensure that YEE programming is well aligned to other on-going DP initiatives and interventions; that Plan Tanzania’s YEE programming is relevant to funding agencies and Plan Tanzania’s YEE projects offer cost-effective solutions to youth employment challenges;
- The Head pro-actively engages with a range of YEE relevant private sector actors such as private productive companies, consulting firms and other service providers to involve them in project design and implementation. Especially, outreach and engagement with private companies in productive sectors such as manufacturing and agro-processing is expected to emphasize the demand-side of YEE programming;
Technical expertise, skills and knowledge.
Essential
- A Master’s degree in social sciences such as sociology, economics, development studies, anthropology, political science, business administration, public administration, management studies, or related field;
- Minimum of 10 years of YEE work experience of which 5 with responsible programming and project implementation;
- Superior knowledge and experience in YEE thematic areas such as: financial inclusion, entrepreneurship, employability, skills development, private sector engagement and gender norms;
- Proven track record in the development and implementation of minimum 5 YEE projects;
- Strong representation, moderation and facilitation skills to represent Plan International Tanzania’s YEE portfolio to internal and external audiences;
- Familiar to work with and speak to senior officials and representatives
- Highly pro-active in nature to identify emerging opportunities for programming, project development, partnerships and collaboration, funding and adaptation;
- Outstanding drafting skills (e.g. proposals, concept notes, briefs, etc.) of various documents in English language; clear reasoning and conceptual drafting skills
- Experience in managing , motivating, and growing staff members;
- Strong skills in conflict resolution, working with difficult actors and dealing with frustrations;
- Highly pro-active in nature and a strong initiative taker
- Solid working knowledge of MS Office applications;
Desirable
- Strong experience and knowledge of working with private sector actors such as private companies and engage them in YEE programming;
- Experience in working with children and understanding their needs;
- Knowledge and working experience on gender norms and approaches to change behaviour;
- Experience with Rights-based Approaches
