GENDER MANAGER – based in Tabora
JOB SUMMARY
CARE Tanzania is implementing the Tabora Maternal and Newborn Health Initiative (TAMANI) with the ultimate outcome of improving maternal and reproductive health in eight districts of Tabora region. Positive maternal health outcomes will be achieved through improving availability of quality reproductive, maternal, and newborn health services; and to increasing utilization of reproductive, maternal, and newborn health services by women and their families. Immediate outcomes for the project include: Strengthened capacity of regional and district health system managers to effectively plan, manage, and deliver quality gender-sensitive reproductive, maternal, and newborn health services;
Improved gender-sensitive reproductive, maternal and newborn health service infrastructure; Improved knowledge and skills of health providers to deliver gender-sensitive reproductive, maternal, and newborn clinical services; Increased access to gender-sensitive reproductive, maternal newborn health services; and



Improved ability of women to seek reproductive, maternal and newborn health services. TAMANI is a four-year project which is implemented from January 2017 to June 2021.

With gender inequality being one of the underlying causes of poverty and social injustice and with gender mainstreaming being one of key intervention strategies to fight poverty and defend dignity, gender is integral partof the program quality and learning (PQL) function at CARE Tanzania. The  primary responsibility of the Gender

Manager is to support coordination of TAMANI’s efforts to better mainstream gender at work place and in the overall program work. Guided by the TAMANI program document and the gender strategy, the Gender Manager shall have the responsibility and authority for efficient, effective and harmonious integration of gender transformative approaches/strategies in project work, building of staff and partner capacities in gender mainstreaming and transformative approaches, facilitation of reflective sessions on gender work, and facilitation of TAMANI’s participation in strategic gender forums, networks and alliances.
The Gender Manager reports directly to the Program Coordinator – TAMANI. S(he) is first of all responsible and accountable to the Team to provide expert knowledge in gender mainstreaming or transformation within and through the team. Secondly, S(he) is responsible and accountable to the TAMANI Program Management Team to actively participate in their team activities.

 Promote Gender Equality
 Perform Other Duties as Assigned

EDUCATION/EXPERIENCE/SKILLS REQUIRED
EDUCATION
 Degree in Social Science/Sustainable Development/Gender
 Extensive gender-related training experience, including training local personnel in gender and other relevant skills
Desired:
 Master’s degree in Social Science/Sustainable Development/Gender



EXPERIENCE
 Minimum 5 years of work experience in gender work with an International Non-Governmental Organization (INGO);
 Strong experience in strategic planning and policy formulation
 Demonstrated ability to develop and roll-out gender transformative approaches.
 Capacity building and training in gender mainstreaming and gender transformation.
 Developing and oversee GBV initiatives and integration GVB and protection measures into programming.
 Analysis and assessment related to application of gender marker systems
 Negotiating for gender equality amongst power holders at various levels.
 Engaging men and boys to promote gender equality.
 In popular mobilization and policy advocacy at national level and alliance and partnership building;
 Strong experience in lobbying and media work;
Desired
 Knowledge on community development, human rights, project planning and management, administration

TECHNICAL SKILLS
 Very good understanding of gender issues at the level of policy influence in the national scene;
 Able to provide technical assistance in the area of gender, maternal and newborn health, and women’s empowerment to ensure that programmatic strategies are addressing unequal power relations;
 Highly conversant with Civil Society and Social Movement approaches on gender work at national level;

 Ability to work and communicate with a range of stakeholders including policymakers and government officials, NGOs, the media, community representatives;
 Strong ability to engage with communities and capability in being proactive to organize gender transformative community outreach activities
 Proficient in Word, Excel, PowerPoint and Internet usage;
 Ability to thrive in team environments, with a strong understanding of diversity and other cultures
 Excellent written and oral communication skills, with a fluent writing style and good knowledge and practical use of both English and Kiswahili
