Proposal Objective/Overview –
To combat HIV/AIDs and save lives requires a multi-sector, real time, citizen-generated, georeferenced and geospatial data to plan and implement timely interventions focused on the highest risk populations and specific locations. Government, non-government organizations (NGOs), implementation partners, and civil society in most President’s Emergency Plan for Aid’s Relief (PEPFAR) partner countries need the skills to manage this increasingly complex data cycle, from collection to analysis and use, including data-driven policy making, decisions and action.

To address this need, PEPFAR and the Millennium Challenge Corporation (MCC) have partnered to invest $21.8 million in Data Collaboratives for Local Impact (DCLI). PEPFAR is the funder and MCC leads the design and provides oversight for the implementation of the program.
The goal of DCLI is to improve the capacity of individuals, communities and organizations through interconnected investments which together enable the use of data to solve problems relating to HIV/AIDS, global health, gender equality, and economic growth. As a result, the vision is for DCLI to contribute to enhancing policies and programs; drive innovation; and increase transparency, accountability and results.
Purpose of the Evaluation -
Overall, the purpose of the evaluation is to understand how organizations, public entities, and individuals (“target groups”) have changed the way they interact with data as a result of DCLI. The objective of the evaluation is not strictly to measure program milestones, but rather to document changes occurring in the data ecosystem of the partner country related to: decision making, transparency and accountability. At the outcome level, MCC is most interested in understanding why some target groups may have changed behavior, and why others may have not – with special attention given to what barriers to behavior change still exist

Responsibilities:

Position Requirements –
• Significant experience designing, implementing, and disseminating results of qualitative research, particularly through publication in peer-review journals.
• Minimum of 5 years’ experience conducting research in relevant sectors (health, data science, community engagement, international development, information technology)
• Documented proficiency in qualitative data collection and analysis, including key informant interviews and focus group.

Project Duration –
The evaluation is expected to begin in December 2017 and run through December 2019 and require intermittent consultant support.

Education Requirements –
MA/MS/PhD in relevant field (sociology or other social science, economics, public policy, statistics, etc.)

Language: Proficiency in Swahili required.
Excellent written & verbal English communication skills required.
