SNV Netherlands Development Organisation seeks to fill the following positions:
Operations Officer (2 positions)
Based in Sumbawanga (1) and Mwanza (1)

Background
SNV has worked in Tanzania since the 1971 and currently has field offices in Dar es Salaam, Mwanza, Arusha, Dodoma, Sumbawanga and Mbeya. In alignment with our Corporate Strategy, SNV Tanzania focuses on three sectors namely Agriculture, Renewable Energy and Water, Hygiene and Sanitation (WASH).
In all these sectors we are currently implementing around 16 projects across the country. This is set to expand to at least 20 in 2018.
The expansion that is taking place in SNV means that by the end of 2017, some offices will need to expand their current Operations capacity as the number of projects running from those offices will increase and therefore the requirements for procurement, contracting, admin, HR and logistics will also significantly increase.
Overview of the Position
The Operations Officer performs tasks in the Field Offices for Procurement, Human Resources, and Logistics and Fleet Management and Administration for the office and also all projects that are operating through that office.
• In Sumbawanga Office, the portfolio will expand from one project funded by one donor to three projects, funded by three donors
• In Mwanza Office, the portfolio will expand from two projects funded by one donor to four projects, funded by two donors
The Operations Officer in each office is responsible for knowing the projects that run out of their offices and for ensuring all procurement, admin, HR related tasks are accomplished in line with SNV policies and procedures.
Key Activities
Administrative and Logistics Management
Manage Admin and Logistics to ensure;
 Stock management of office stationery, supplies, office equipment and furniture;
 Regular office and equipment maintenance and repair to ensure safe working environment
 Coordination of Logistics and Travel and requirements including servicing vehicles, sourcing contract drivers, etc
 Ensure regular and up to date servicing of vehicles and generators
 Manage vehicle logs and track fuel consumption monthly
 Maintenance of clean and professional office environment (oversight and management of cleaning/ gardening services)
 Manage drivers and ensure tracking of their overtime and work hours;
 Manages the provision of office equipment and furnishing to staff whenever needed.
 Maintenance and renewal of annual service contracts; rental agreements; insurances
Procurement of Goods and Services
 Liaise with project managers based in your field office and all field office based staff to know the needs (assignments) of the projects and the office.
 Create an annual Procurement Plan for each of the projects with the project managers that are situated in your field office
 Create an annual Procurement Plan for office needs for goods and services
 Manage all procurements for projects (that are managed out of your field office) and office needs by following SNV’s procurement policy and donor policies in order to ensure that all goods and services are procured for projects and the general office needs in a fair and open manner and that procurements are compliant with SNV and donor policies;
 Manage the whole procurement process from receipt of the Procurement Request Form to signing of the contract with the vendor/ service provider.
 Maintain clear and complete files for each and all procurements.
Human Resources Management
 Support all HR related matters in the location office .i.e. Employee relations, Talent acquisition and learning and development
Records Management
 Ensure that all the records for Human Resources are in place, complete and must be pristine in case of audit review
 Manage administrative systems, both hard copy and on line, such as record filing systems, shared folders and share point for documentation management, all operations documents at country/Location offices;
Maintenance of Client Relationships.
 Ensure to maintain a positive relationship with all the vendors and suppliers, police and tax offices.
Requirements
• At least a Bachelor’s degree in a related field
• At least five years’ experience in Procurement, Administration and Operations Management
• Membership or certification from CIPS (UK) and / or the Procurement and Supplies Professionals and Technicians Board (PSPTB) Tanzania ,
• Team Player, Effective Interpersonal and Coordination skills
• Sound General Business Practice and Experience, able to work autonomously and in a team
Desired Attributes

• Previous experience in working with International NGO is preferable
Languages: Fluent in English and Kiswahili
Duty station: Sumbawanga/ Mwanza
