1 About HDIF
The HDIF programme is designed to help to accelerate positive social change in human development by disrupting Tanzania’s innovation environment. The Theory of Change suggests that a stream of funding for innovative ideas, approaches and solutions to human development challenges will promote their diffusion, leading to rapid improvements in basic services and better human development outcomes.
  1. Scope of work and Level of Effort
    The focus of the work is across all three outputs of the project to strengthen ecosystem activities, provide technical assistance on the COSTECH partnership and support on development of HDIF’s knowledge and learning work, as set out below:
Output 1 – support areas include;
  • Support on the analysis and learning documentation of the Mawazo Challenge, a health innovation challenge aimed at students.
    Innovation ecosystem map and data:
  • Support on further development of the Tanzania Innovation Ecosystem Map, including; review and analysis of the data, write up of analysis and recommendations report based on findings, creating a baseline, indicators and targets for the development of the map.
  • Inputting on design and implementation of map dissemination and developing a plan for future use of the map.
  • Support on development of a plan for a refresh of the innovation ecosystem map data for 2017-2018.
Total: 50 days
Support to COSTECH:
  • Provide recommendations to COSTECH to support development of a long-term sustainability plan for Buni hub.
  • Support the development of COSTECH “Hub of Hubs” strategy for supporting the Tanzanian hubs. Dissemination and stakeholder engagement activities.
  • Support the creation of Tanzanian hub network and a peer support system as part of the “Hub of Hubs” work.
  • Support the development of the COSTECH NFAST operational model for the innovation grants, both for operational grants for innovation ecosystem actors, and for small grants for innovators using hubs etc as brokers/disbursers/support
  • Provide technical support to COSTECH on implementation of other activities under the grant agreement

Output 3 – support areas include;
  • Deliver a review of Tanzanian technology and entrepreneurship hubs, living labs, incubators and accelerators and support on dissemination activities including events
  • Support on the overall design, development, delivery and refresh of HDIF Knowledge Management Strategy and learning documents.
  • Support on the development of the Digital component of the Knowledge Strategy; this includes development and implementation of the digital and gender grantee and stakeholder surveys, results analysis, write up and dissemination of the findings
  • Support on the development of digital trainings and training materials for grantees and stakeholders, including a film and toolkit
  • Provide technical review and input on case studies, success stories and other knowledge products related to digital and the Principles for Digital Development.
  • Support on the development of the Gender component of the Knowledge Strategy and on the linking between the Gender and Digital components. This includes development and implementation of surveys, aligning the reporting, analyzing gender reports and case studies for alignment opportunities
  • Support on the dissemination of the created Knowledge Products. This includes support for the creation of the dissemination plan including recommendations for different dissemination channels to reach different audiences
  • Support on carrying out surveys on various topics; including designing and implementing surveys using an online survey tool, analyzing and reporting on the results. The use of online survey tool and initial data analysis may also be procured separately or subcontracted to TA’s company. The estimate for this possible further outsourced work is maximum of 15 days.
  • Support on planning and implementing dissemination events related to the implementation of the Knowledge Strategy. This includes event content planning, identifying participants and participant groups, facilitation of events, documentation and reporting of the event results

General support to Team Leader, Technical Programme Manager, Social Innovation + Technology and Strategic Partnership Advisor, including carrying out desk top studies, research & analysis, benchmarking of grantees, literature reviews and proofreading reports.

The maximum number of working days for this assignment is 180 days in a contract period running from 1 October 2017 to 31 September 2018 or as agreed. The work will be carried out in part remotely and partly in country with non-residents expected to make 4-6 trips throughout the year.
Please note that specific TORs will be developed for each individual assignment with agreed deliverables, objectives and timeframes for completion.
