KOICA Tanzania Office is recruiting a qualified person for the position of Health Specialist for the HBF program.
Position : Health Specialist (Health Basket Fund)
Contract period : 1 year(with a strong possibility of extension up to 3 years).
Duty Station : Tanzania (Dar es Salaam, KOICA Tanzania Country Office)
Brief Job Description
Main Responsibilities
• Coordinate the Agency’s role in the HBF and support HBF activities in Tanzania.
• Manage HBF activities by networking with relevant government authorities, the Ministry of Health, Community Development, Gender, Elderly and Children (MoHCDGEC), the President’s Office Regional Administration and Local Government (PORALG), and Development Partners.
• Study and analyze Tanzania’s Health Sector environment, and advise on the best modalities and practices to support the Government of Tanzania (GoT) through the HBF
• Liaise between the Ministry of Health, Community Development, Gender, Elderly and Children, KOICA, and other relevant partnering health development organizations on HBF matters
• Represent the Agency in HBF-related meetings, annual health review meetings, health events, or other stakeholders’ health relevant meetings as required by the position
• Support the HBF undertaking, including offering technical support in the Performance and Monitoring Sub-Committee responsible for overseeing the performance results of the HBF, Local Government Authorities (LGAs), President’s Office Regional and Administrative Local Government (PORALG) and the MoHCDGEC
• Engage in policy dialogue and policy reviews to strengthen the health systems and provide critical analyses of the policy environment in the health sector in Tanzania
• Represent KOICA in the Technical Working Group related to Maternal Child Health and liaise with other relevant technical groups.
• Prepare annual HBF, Technical Working Group reports for sharing with KOICA Head Quarters, KOICA Country Office and relevant stakeholders collaborating with KOICA
• Monitor HBF performance, overseeing appropriate reporting and verification and results according to annual HBF plans.
• Create strategic synergies in KOICA’s health-related interventions for coordinated health programme activities
• Resolve technical issues, manage risk related to performance monitoring, and inform KOICA of the decisions of the Basket Financing Committee (BFC)
• Support the HBF in all engagements of the entity as per planned activities, including development of materials for dissemination,
• Develop synopses showcasing KOICA’s role and contribution to the HBF and the Tanzania health sector in general for dissemination
• Engage in other duties as required by the position

Minimum Qualifications
The Health Basket Fund Specialist should possess:
• Master’s degree in Public Health, preferably from a recognized University.

(A degree in medicine would be an added advantage)
• Minimum 5 years’ experience in managerial role in sector wide budget support program in Tanzania or any other developing country or;
• Minimum 5 years’ experience in managerial role in sector wide budget support program in Tanzania or any other developing country or;
Minimum 10 years’ experience in an international development organization for as a health sector specialist (International Organization, National Agency, International NGO etc)
(Extensive experience working with the Ministry of Health of the Government of Tanzania is an added advantage)
• Strong managerial skills, including, Monitoring and Evaluation, technical know-how on health-related interventions, planning processes and development of action plans,
• Excellent strategic problem solving and analytical skills
• Excellent written and spoken English(working language), including proposal development skills
