Job Description
SNV Tanzania is looking for an experienced engineer for an anticipated new
programme in Urban Sanitation and Hygiene:
Governance and Planning Specialist for Urban Sanitation programme
SNV is a not-for-profit international development organization founded in the Netherlands nearly
50 years ago. SNV has built a long-term, local presence in 38 of the poorest countries in Asia, Africa
and Latin America. SNV works with local based development partners, other civil society
organizations, government institutions and businesses to develop the capacities of local
communities. Through its works, SNV links local communities to basic service providers to increase
their income and to empower local communities to fight against poverty and take ownership of their
own development.
SNV is preparing for the start of a new Urban Sanitation and Hygiene programme that will pilot
approaches in towns and cities in Shinyanga and Arusha regions. The programme will start with an
initial
9 month inception and build out to a five year programme. To support the work on this programme,
we are looking for a Governance and Planning Specialist.
Programme Summary
Urban Sanitation and Hygiene for Health and Development is a multi-country programme that will
work with municipal governments to develop inclusive, safe and sustainable city-wide sanitation
services. SNV Tanzania is seeking an experienced WASH professional to manage the Tanzania portion
of this multi country programme and to develop SNV’s overall WASH Portfolio in Tanzania.
The programme integrates insights in WASH governance, investment and finance, behavioural
change communication, business models and management of the sanitation services. It will engage
private sector, civil society organizations, users and local authorities to improve public health and
development opportunities in their city.
The programme will serve as a framework for countries to develop their work as well as a basis for
exchange and knowledge development between countries. The programme will have a strong learning
component involving teams and partners.
The key components
are:
BCC and awareness for safe urban sanitation and hygiene
Safe and affordable (consumer) services
WASH Governance
Smart finance and investment
Safe treatment and re-use
Overview of the Positions
Governance and Planning Specialist - Lead and manage the activities associated with achieving
the desired governance results: (Local) governments enable efficient and effective delivery of
inclusive and sustainable Urban WASH services.
Access to water and sanitation is a human right, and governments are responsible for progressive
realization of that right in their area. This means that they ensure all their citizens have access to
appropriate and affordable services. It also means that governments are accountable for their
progress in water and sanitation by higher levels of government, traditional or local leadership in
communities, CBOs and the general public. Progress in water and sanitation should be seen in light
of a country’s formal commitments, which are usually around improving equality and reducing
gaps in access, increased sustainability of services (including environmental sustainability which
includes climate resilience), improving service levels, reducing inefficiencies and corruption. The
programme will support stakeholders to translate such targets to their context. Progress on targets
cannot be achieved by governments alone, but needs collaboration and mutual understanding among
all stakeholders, building systems with the right checks and balances. WASH governance is not
exclusively about government.
The programme will work on a range of WASH governance issues, and priorities will be set depending
on assessments during the inception phase
In most cases, priorities will include:
Taking up roles and responsibilities
Transparency, in particular around investments decisions
Inclusion of socially excluded groups in WASH decision making
Social accountability
Climate resilience and water security strategies
The engagement of local government, community leaders and traditional leaders, is a pre-condition
for broader outreach and buy-in of community members with WASH activities. In addition to
integration with community leadership structures, the programme will also promote multistakeholder
dialogue with CBO’s, including those representing women and those representing
marginalized groups (socially excluded groups).
Key Responsibilities
Technical Expertise guidance and Leadership to ensure successful implementation of
governance and planning activities that archive sustainable impact on the target groups.
Ensure implementation of the project work plan in the key areas of governance or
business development, as per the SNV project management procedures, accounting
principles and donor Requirements and contract
Lead, manage relationships and work within the project team, partners and together with
relevant stakeholders, plan and assign deliverables, review their progress and address
deviations in terms of timelines and quality, based on project planning, deliverables
agreed and budget set.
Identification of experienced technical service providers -Develop ToRs and outlines for
key services required by the project. Work with the rest of the team and colleagues in
procurement and finance to ensure required experts are in place on time and to budget.
Monitoring, Evaluation and Reporting - Formulate and implement M&E plan; ensure
data collection and reporting for project, including risk monitoring and reporting
Knowledge, documentation and communication - Ensure full synthesis, analysis and
documentation and sharing of project insights and results, signal potential for
positioning, innovation, upscaling and potential follow up projects
Network and Relationship building - Build and maintain effective relationships, with the
government and local authorities, other programme countries, external partners and the
donor.
Candidate profile Relevant advanced academic qualification in Engineering; urban planning; service provision or
related field;
7+ years of relevant experience in WASH service delivery including previous experience in
Urban Sanitation and proven knowledge of waste water treatment;
Proven track record in developing technical approaches and successfully translating them to
achievement of results ion the ground;
Strong relationship management skills;
Proficiency in English and Kiswahili required;
The successful candidate will be a self-motivated achiever with excellent intercultural leadership,
teamwork, coaching, communication, networking and organizational skills.
Contract Type: National
Contract Duration: 12-month initial term, expanding on successful completion of the inception
phase.
Expected Start Date: ASAP
Information Duty Station: Based in Mwanza, with significant travel to Arusha, Dodoma and
Dar es
Salaam. Reporting to: Programme Manager
