Organizational Profile: Agape AIDS Control Programme (AACP) was established on 24th of January, 2006 as a CBO working to cover Shinyanga Region and later registered as an NGO on 24th June, 2009 by the Ministry of Community Development, Gender and Children and was issued with the Reg. 00NGO/00003233 under the NGOs Act of 2002, 12 (2) Tanzania Laws. AACP is a Non-partisan, Non-Religious and Non-profit Organization geared at promoting human rights and Community Development. AACP was established with the aim of preventing and controlling HIV/AIDS and its effects in the community.

In 2009, AACP came to realize that violation of Human Rights in the Community was a Problem. Since then, AGAPE started working on four core programs which are; HIV/AIDS control and prevention, child and youth protection, legal aid services provision, and Prevention of Gender Based Violence (GBV), child marriages and early pregnancies. In 2014, AACP add another component to its core works of Skilful parenting to ensure teenage mothers are trained on the best ways to raise their babies and reduce child abuse cases in the communities.

Organizational Mission: To empower the Community to challenge Human Rights violation by strengthening their capacity to improve their resources of Income and reduce poverty, HIV/AIDS transmission, GBV prevalence, Child abuse and advance its mitigation measures.

Organizational Vision: To see the Community is free from Human Rights Violation and discrimination where Orphans and Vulnerable Children, Domestic Workers, Women, Youth, PLWHAs and the Community at large live harmonious happy life and Dignity.

Project Description: In July 2017, Agape AIDS Control Programme secured funding for two years (July 2017- June 2019) from Save the Children Tanzania to counter harmful traditional practices in Shinyanga region particularly in Kishapu District. This project aims to combat traditional practices and discriminatory gender norms that harm children and youth, particularly adolescent girls.

Position Summary: Reporting to Executive Director, the Project Manager will be responsible to support the Executive Director with programme implementation, supervision, coordination, representation, works with communities, monitoring, learning and documentation of best practices as well as administrative, financial and information management for the project. She/he will monitor progress toward started targets in assigned geographic areas of Kishapu District and assist in routine data collection, analysis and use. Provide support to project officers to ensure data quality and timely reporting for project performance. Participate in assessments and communication of project results at regional, district/council, and community levels.

Main Responsibilities of Project Manager:

Project Implementation and Support:

  • Work alongside the Executive Director to support Project Officers and ensure quality implementation, including fieldwork, M&E, work plans and trainings.
  • Support the development of M&E tools and ensure project officers are collecting accurate and timely data.
  • Attend and Participate in Technical Working Group meetings
  • Representation and attendance at meetings with Government, local partners, donors and other key stakeholders.
  • Facilitate community outreach campaign on traditional harmful practices.
  • Support the preparation of project reports, both financial and narrative in accordance with donor requirements.


Information Support:

  • Ensure effective information flows, data analysis and documentation, including attendance, analysis and reporting.
  • Support effective information and knowledge management for the AACP team, partners and working groups, and ensuring information is stored and archived accurately.
  • Provide timely responses to external and internal requests for information about AACP and answer correspondence.
  • Ensure accurate, timely and effective communication between AACP and SC


Financial Support:

  • Assist the Programme Accountant with preparation of budgets, budget revisions and other financial processes.
  • Approve financial documents (payment vouchers, retirements, action plans ect)
  • Support the finance office to monitor the project budget and donor’s budgets.
  • Support finance office to develop financial reports (monthly/quarterly/yearly).

Administrative Support:

  • Maintain paper and electronic files for HR, Administration, and Finance, to enable efficient and rapid retrieval of information.
  • Assist with organization of meetings, conferences, events and travel.
  • Provide administrative support for Steering Committee meetings, including agenda preparation, minute taking and circulation.
  • Provide administrative support for the AACP Programme Officers, Monitoring and Evaluation of the project as necessary.


Secondary Responsibilities:

  • Train AACP Project Officers in planning, implementation and routine monitoring of project activities
  • Develop work plans with other staff responsible for the project
  • Provide monthly progress report to donors and government agencies
  • Develop M&E systems for programme officers to collect the relevant information related to Project implementation
  • Support Programme Officers to work with government institutions
  • Develop / support the development of proposals for fundraising.
  • Proactively source funding opportunities for AACP work.
  • Comply with Agape AIDS Control Programme Child Protection Policy and Code of Conduct at all times and adherence to Save the Children Tanzania Child Protection Policy and procedures
  • Perform any other task that may be assigned to him/her by the management of Agape AIDS Control Programme


Qualifications:

  • Bachelor degree in one of the following field: Project Planning Management, Sociology, Development Economics, Rural Development, or Community Development, from recognized and reputable university. A Masters degree in Project Planning Management, Sociology or Monitoring and Evaluation will be an added advantage
  • Minimum 3-5 years’ relevant and continuous experience working in a similar context in project management coordination and/or monitoring & evaluation. Preference given to experience in the child protection programmes
  • Ability to efficiently organize and priorities multiple tasks, manages reactive and proactive work, and delivers tasks to tight deadlines with keen attention to detail.
  • Ability to write and verbally communicate clearly and concisely
  • A high level of computer literacy (particularly Word, Excel, Outlook, SPSS, Stata etc).

Interviews: Skype call interviews will be done to only short listed candidate on 30th and 31st August 2017 followed by face to face interview which planned to be conducted on 02nd September 2017at AACP Offices in Shinyanga Region.

Expected start date: 04th September 2017 or as soon as possible after this date.
