Land O’Lakes International Development Fund invites proposals to conduct a midterm evaluation in Ethiopia and Tanzania of its 5-year PAID program, funded by the Bill and Melinda Gates Foundation. The project is being implemented in Amhara, SNNP, Tigray and Oromia regions in Ethiopia and Arusha/Kilimanjaro, Tanga, Southern Highland, Lake Zone, and Coastal regions in Tanzania with the aim to establish financially sustainable private channels and more efficient public channels for delivery of artificial insemination and related dairy cattle services.
The Midterm Evaluation aims to analyze the extent to which the PAID project is achieving its goal, utilizing the standard evaluation criteria of relevance, impact, effectiveness, efficiency and sustainability. The evaluation is expected the take about 3 months, starting at the beginning of August, with a final report due no later than November 2, 2018. Applicants are expected to have strong expertise in conducting program evaluations of agricultural development programs, especially in the dairy sector.
