TENDER NO AE/016/2017-18/CTB/G/02 FOR SUPPLY OF FUEL, OIL & LUBRICANTS FOR TPA PORTS UNDER FRAMEWORK CONTRACT

TENDER INVITATION

1. This invitation for Bids follows the General Procurement Notice for the year 2017/18 which appeared in the Daily Newspaper and Mwana1khi Newspaper of 12th August 2017, respectively,
2. Tanzania Ports Authority (TPA) has set aside funds in its 2017/2018 budget to cover for Supply of Fuel, Oil & Lubricants for TPA Ports under framework contract.
3. TPA now invites sealed tenders under National C6'mpetitive Bidding procedures specified in the Public Procurement Act No 7 (Goods, Works, Non Consultant Service and Disposal of Public Assets by Tender) Regulations, 2013 - Government Notice No. 4'46.
4. Interested eligible Tenderers may obtain further information from and inspect the Bidding Documents at the office of the Secretary, Central Tender Board, TPA - HQ Building, 2nd floor, Room No. 48 located at the junctions of Bandari / Kilwa Roads, P. O. Box 9184, Dar es Salaam from 09.00 a.m. to 4.00 p.m. on Mondays to Fridays inclusive except on public holidays.
5. A complete set of the tendering documents for Supply of Lot 1: Fuels (Petrol & Diesel) and Lot 2: Oils &Lubricants for TPA Ports under framework contract and additional sets may be purchased by interested tenderers on the submission of a written application to the address given under paragraph 4 above upon payment of a non-refundable fee of Lot 1: TZS 200,000.00 and Lot 2: TZS 50,000.00 respectively. Payment should be either by banker's cheque or cash payable to the Director General.
6. Pre -Bid meeting will be held on 30th November, 2017 at TPA HQ Conference Hall, 2nd floor, Room No. 39 at 10.00a.m.
7. All tenders must be accompanied by a tender security of TZS 50,000,000/-or equivalent freely convertible currencies in form of an unconditional Bank Guarantee or Banker's Cheque. Bid Securing Declaration and Insurance Bonds will not be accepted. Tenders not accompanied by a tender security will be rejected.
8. All Tenders duly completed in one original plus two copies should be submitted in plain sealed envelopes clearly marked "TENDER FOR SUPPLY OF FUEL, OIL & LUBRICANTS FORTPA PORTS UNDER FRAMEWORK CONTRACT" and addressed to the address given above, under paragraph four (4) Or deposited in the Tender Box which is in Room No 48 on the 2nd Floor of TPA Headquarters building, One Bandari Road, before the deadline for submission of bids.
9. Tenders will close on 15th December, 2017 at 10.00 a.m. local time and will be opened publicly soon thereafter in TPA conference Room No 39 on the 2nd floor. Bidders and/or their Representatives who wish to witness the opening are welcome to attend.
10. Late Tenders, Portion of Tenders, Electronic Tenders, Tenders not received, Tenders not opened and read out in public at the tender opening ceremony shall not be accepted for evaluation irrespective of the circumstances.
11. Note that Tanzania Ports Authority is not obliged to accept the lowest or any Bid.
