Description
Background
The Regional MNCH Strengthening in Tanzania (RMNCH) project aims to reduce the number of maternal, child and newborn deaths in Lake Zone of Tanzania through strengthening systems for health service delivery and demand from regional to community levels. Activities include: 1) provision of technical assistance to regional and local level health management teams and health service providers on improved planning and delivery of health services; (2) training health providers and community health agents (CHA) on delivering culturally-appropriate and international service quality health service standards; (3) equipping and supplying health facilities needed to deliver key MNCH services; (4) working with key community figures and local committees to improve MNCH, including the promotion of equal involvement of females and males in seeking health care.
RMNCH is implemented through a coalition of Agriteam Canada Consulting Ltd. - Agriteam Health Tanzania, the Canadian Paediatric Society, Save the Mothers, and Mbarara University of Science and Technology led by UCalgary along with local implementers from Catholic University of Health and Allied Science (Bugando) and Regional and District Health Management Teams. Funding is from the Department of Foreign Affairs, Trade and Development Canada (DFATD).
The project office is in Misungwi town, and two sub-offices, one is within Catholic University of Health and Allied Science (CUHAS) campus in Mwanza and another operational office is collated with Kwimba Council Health Management Team (CHMT) office, Mwanza, Lake Zone.
Scope of Work
The Finance Assistant (FA) will report to the Finance Officer. He/she will also respond to requests from the Finance and Administration Manager (FAM) and Canadian Field Manager (FM). The FA facilitates the implementation of project activities according to the Project Implementation Plan and Annual Work Plans. The FA will be a key member of the Field Office Team and is expected to contribute to an office environment characterized by a high-performance, results-based culture. He/she will work collaboratively with project staff to adhere to the project budget and to enable project activities to happen smoothly and on schedule.

Specific Responsibilities
The duties of the Finance Assistant include the following:
• Prepare advances and expenses claims for all expenditures with correct codes according to approved project Budget,
• Ensure all invoices and expenses claims are properly arranged and authorised, including staff expenses,
• Make sure all per diem and allowance payments have proper receipts and are accompanied by participant attendance sheets,
• Process payments for cell phones, office utilities and related operating costs,
• Check that receipts accompany all expenses,
• Translate receipts into English or add identifying information in English,
• Scan expense claims and receipts and other financial documents as required,
• Make sure that all procurement follows the procurement guidelines,
• Assist on data entry, typing and maintain in orderly project documents and files
• Keep informed of local market costs and practices,
• Support Project Coordinators, on preparation and distribution of participant allowances, this will require frequently travel between Misungwi and Kwimba, and its peripherals,
• Other related tasks as assigned by the, FAM or FM.

Education and Experience
• Diploma graduate in Accounting or Business administration training preferred,
• At least one year working experience is required, and background from donor funded project is an added advantage,
• Computer capability in Microsoft Office suite of programs, particularly Excel,
• At least moderate English language skills (reading, writing and oral) and fluency in Kiswahili. Understanding Sukuma language will be an added advantage,
• Willingness to work in a collaborative team environment as well as ability to work independently,
• Excellent organizational skills,
