Background:
The purpose of USAID’s Future Entrepreneurs and Leaders (FuEL) Activity is to use positive youth development approaches to empower rural Tanzanian youth and educate them on viable business options for rural economies, highlighting the income-generating potential across agricultural and other rural value chains and facilitating access to information, skills, and opportunities to ensure successful business start-ups and sustained employment.
Responsibilities:
The M&E and Grants Officer reports to the Youth Leadership and Community Engagement Specialist. S/he will:
• Support the design of data collection systems to measure project performance and impact, including undertaking field visits to activity sites
• Support the implementation of the PMEP, developing data collection methodology and tools, and leading complex statistical analyses and M&E reporting
• Support the implementation of baseline surveys, program indicators and targets, and gather qualitative and quantitative data related to those indicators and targets.
• Provide performance monitoring and evaluation to include developing appropriate indicators, implementing systems to safeguard the collection and management of program data, and recommending changes to performance monitoring and work plans
• Support in the timely preparation of M&E related progress reports on a weekly, monthly and quarterly basis
• Provide data analysis in support with periodic reporting, success stories and lessons learned.
• Conduct internal and grantee data quality assessments to test the validity and reliability of data used to measure program impact
• Review grantee proposals, applications, and budgets for cost reasonableness and adherence to grant management strategy and policies;
• Prepare, analyze, and evaluate submissions to Requests for Applications (RFAs), Annual Program Statements (APS), or other solicited and unsolicited proposals, as outlined in the Grants Manual,
• Help facilitate Grant Selection Committees, ensuring that Committee participants understand evaluation criteria, have no conflicts of interest, and are trained in the required evaluation process;
• Establish and maintain accurate grant documentation for each new award;
• Oversee grant implementation from execution and signing of the award, monitoring of and documenting grantee activities, administrative actions, as necessary, and final reports;
• Responsible for reviewing grant deliverables and vouchers for payment before disbursements are made;
• Oversee grant closeout procedures, including disposition plans, as applicable.
Qualifications:
• Bachelor’s degree in a related field. Master’s degree strongly preferred.
• At least 5 years of progressively responsible experience in grants management, monitoring evaluation, program management, or knowledge management
• Experience with baseline survey design, supervision and analysis
• Accuracy in working with large amounts of data
• Ability to respond effectively to the time sensitive inquiries
• Experience with Microsoft office suite
• Demonstrated knowledge of internal controls
• Excellent writing and organizational skills and experience preparing well-researched reports
• Demonstrated ability to work collaboratively with institutional and private-sector partners and stakeholders in a multi-country setting
