The MEASURE Evaluation Project, based at the Carolina Population Center at the University of North Carolina at Chapel Hill (UNC), is a global health project funded by the U.S. Agency for International Development (USAID). MEASURE Evaluation focuses on monitoring and evaluation (M&E) of population, health, and nutrition programs and improving health sector decision-making. In Tanzania, the Project received an Associate Award from USAID/Tanzania that is anticipated to run from 2014 ? 2019.

MEASURE Evaluation Tanzania is supporting USAID to evaluate community savings and loan groups that are implemented within the PEPFAR-USAID program that supports orphans and vulnerable children, Kizazi Kipya. This evaluation is a mixed-methods evaluation that will include both household surveys and case studies. Within the case studies, we will collect routine data on household financial assets, including cash inflows, cash outflows, assets and liabilities. This consultancy is specific to providing technical assistance on the analysis of household asset data, as well as on existing, draft data collection tools.
Responsibilities
Period of Performance and Reporting
The period of performance will be for up to 18 months, starting in October 2017, and involve up to 28 days of work. The consultant will work in collaboration with MEASURE Evaluation counterparts to review the study questions and draft an analysis plan, update the already-existing data collection tools, finalize the analysis plan and support data analysis. The consultant will report to Palladium counterparts through email, phone calls and in-person meetings.

MEASURE Evaluation has already drafted an introductory questionnaire and financial diary tool that the consultant will work from. The consultant will draft an analysis plan that outlines the analysis required to answer the study questions. The consultant will present this draft analysis plan back to the MEASURE Evaluation team for discussion. After discussing the draft analysis plan, the consultant will review and revise already-existing draft data collection tools (focusing on the financial diary tool). The consultant will present the tools back to the MEASURE Evaluation team for discussion. The consultant will then finalize the data analysis plan based on the final data collection tools. The consultant will then support the analysis of financial data, as requested.

Requirements Required
• Master?s degree in statistics, economics, monitoring & evaluation or a related field
• Minimum of 3 years? experience in leading and/or participating in household financial analysis
• Experiencing designing tools to capture household-level cash flow data, assets and liabilities, including financial diaries)
• Experience in and knowledge of implementing and/or evaluating large community savings and loan groups
• Experience analysing large sets of quantitative household-level cash flow, asset and liability data
• Fluency in English
